The study will examine the feasibility of a network having as its objectives:

• Setting-up and maintaining a permanent network for the exchange and dissemination of information
• Stimulating cross-fertilising research in the Member States, identification of best practices
• Contributing to the formulation of a Community level overall policy in the field
• Providing the European Commission with systematic academic input
• Assessing existing legislation
